Five were built, when the government ran out of money and the international banks refused to roll over their loans (1985-86). After the end of apartheid people of different races moved into the buildings which were incompetently managed. Gradually everything that could be removed - doors, windows, plumbing, fittings - was stolen and five skeletons remain at the western side of the city.
